Ecodesign and Energy Labelling

The Ecodesign and Energy Labelling section handles EU regulations on the energy efficiency and environmental impact of products in terms of minimum requirements and labelling. Our contribution is designed to ensure that these rules are reasonable to implement from a technical and economic standpoint and that their compliance can be monitored by the competent authorities.

The legal basis for this is provided by the directives 2009/125/EC and 2010/30/EU as well as their implementation in German law, the Energy Consumption Relevant Products Act (EVPG, Energieverbrauchsrelevante-Produkte-Gesetz) and the Energy Consumption Labelling Act (EnKVG, Energieverbrauchskennzeichnungsgesetz). BAM is the appointed body for these regulations. In this connection, we perform a wide range of duties: We play a supporting role in the legislative processes and representation of the German Federal Government in EU committees; we inform and conduct hearings for interested groups, in particular private enterprise and NGOs; we coordinate market monitoring authorities in the states within the scope of the two directives. To this end, we cooperate closely with the Federal Ministry for Economic Affairs and Climate Action and the German Environment Agency.

In addition to our legally appointed duties, we also conduct studies on energy and resource efficiency, on testing methods and on the legislative process.
